Either of the steps should do it theoretically. :)
After looking at the code realized that if GNOME_ACCESSIBILITY is present in
the env then the gconf key is redundant w.r.t loading the accessibility
modules. So, you may have to unset GNOME_ACCESSIBILITY for it to pick the value
from gconf. Not sure doing that makes great sense instead of just setting the
env variable to 1.
