This is overstated.

The official statement by IBM that "development will cease" means only
that IBM will cease development on it.  LSR is open source (BSD
license), so anybody can continue to work on it (disclaimers: I was an
intern at IBM who worked on LSR long ago, and Will is generously
employed by Sun to work on Orca).

Orca is great and is in active development, so it should absolutely be
the first choice for a screenreader in linux.  On the other hand, LSR
does some really cool things that Orca cannot, so it's far from
certain that it is forever dead.
