OK, sorry for this one, I just saw the docs. Basically you want to be using
Top Level in 99% of all cases.

I think here "Top Level" is used in the wiget sense, i.e. to mean that
it is not contained in
any other GTK widget. But it seems the "Popup" text implies the other
meaning, i.e. the
window manager meaning. But I don't think those labels are correct...
