The HIG is the Human Interface Guidelines, as found on 
http://developer.gnome.org/projects/gup/hig/1.0/
All GNOME apps are expected to follow it.

If you don't follow it, you WILL be flamed by Slashdotters that tell you how 
inconsistant Linux is and that it will never succeed on the desktop ;-)
