[Gimp-user] transform questions

thanks very much for the reply... that looks like what I want to do,
albeit my upper layer is the map (with white made transparent) over an
airphoto base layer, but it should work to scale, rotate, and
reposition pertinent map details onto the airphoto as I can pick
similar geographic locations on each layer.

Remember this plugin aligns between two points only and scaling / rotating is
linear. If you need a degree of distortion to get those several 'pertinent' map
details matched you will have a lot of manual editing.

...snip...
At this point however my program knowledge fails me and
the path help section still leaves me puzzled. Can you advise how I
set up this path abcd and particularly how do I use plug-ins or these
scripts?

You do not say which operating system you use, so guessing a Windows user. If
you download ofn-layer-aligner.zip, unpack and put the python plugin
ofn-layer-aligner.py in the Gimp profile plugins folder. There are help files in
the zip.

C:\Users\"yourname"\AppData\Roaming\GIMP\2.10\plug-ins

Easy enough to apply, but tedious to describe on this mailing-list type forum.
This a short video on one way you might match two layers.

https://youtu.be/Hc2LhezEhjY only 3 minutes 40 secs so not too arduous.

best of luck
