make sure there is an alpha channel (allows transparency) on the layer you are drawing on (/layer/transparency/add an alpha channel/) then
- first option : use  the eraser tool or
- second option : use the foreground selection tool (rather tricky on first use but powerfull), then invert selection (/selection/invert/) and /edit/erase/ - third option : use the smart scissor tool to select your image, then invert selection and erase - fourth option : use a layer mask (/layer/mask/add a layer mask/option white/), draw black/white on your mask to make/recover transparent areas

Import your new background image as a new layer (/file/open as layer/), make it the background layer (/layer/stack/layer at the bottom/)

Use the move tool to move your drawing layer, and scaling tool to adjust your size.... good luck

(nota : my gimp is a french language version, maybe the /menu options /I mention are not acurate in english... ;-)
