Sorry I should have explained why I need this.  I work at a college so we have hundreds of users and use a 
combination of roaming and local accounts, but mostly roaming.

By adding a new location in Edit -> Preferences -> Folders -> Plugins.

I'm serious. This is where you do it.

You don't have to keep 3rd party plug-ins in that folder though,
unless you have multiple users on that computer.
