Did you get this sorted out yet?

Do you recall the steps you took to install your previous version of GIMP? Was it on the same system? Did you 
uninstall previous version of GIMP before attempting to install the latest version?

Under the Win 7 system, you will probably have access limitations to the system drive C:, even with an 
account that has Admin privileges.

I’m assuming you download an install executable. If that’s the case - download installer then run locally - 
try right-clicking on the installer and choose “Run as Administrator”. You’ll have to do it from an account 
that has Admin privileges, and provide the Admin password when prompted.

You may even want to try installing in a different directory, if the install continues to fail. Not the 
neatest method, but may get you up and running.

Please keep us up to date on how the install is going.
