The quick solution:
* Layer>Transparency>Add alpha channel
* Make a selection, on what you want to keep
* Select>Invert
* Select>Feather (the value you give is the span of the partial
transparency)
* Edit>Clear
The "Pro" solution is to use "layer masks":
