You can import an image and use it as backdrop. Then export everything

I may give this a shot.  If I can export as a TGA file from Inkscape, then I'll
definitely be doing it this way.

No, Inkscape exports only png. But if you install imagemagick you can convert easily:

convert yourimage.png yourimage.tga

Or import in GIMP and export as TGA.
