This is a selective functionality comparison on your part based upon a specific file format(s) or lack of 
knowledge of the actual product you are comparing.   For example, Libreoffice has PDF as an EXPORT option, 
NOT an option under the "save/Save as" menu item.   This software(or it's ancestor OpenOffice), ONCE had PDF 
as a "save/save as" option, but the developers realized that this was truly not a valid workflow and moved 
the pdf to "Export" instead, mirroring the model GIMP has implemented.  Of course, I am not aware of your 
version of the product, so perhaps you have the older version installed rather than the latest version after 
this change in functionality was made.
