My apologies, my question was not clear. I am not asking about the format of the reference but about the content of the reference.

I do not wish to refer to the website (although the reference will contain the website but that is a detail), but to the authors. I wish to acknowledge the work of the persons or group of persons that enabled me to use this program.

Depends on your subject area - e.g. MLA has guidelines to referring to
Web sites in references, and you tend to see something like,

[GIMP12] GIMP image editor http://www.gimp.org/ accessed July 2012
