Also is GIMP installed as a flatpak?
If so, don't search further. It's "normal". This is an unfortunate 
limitation of working in a sandboxed application. :-/

Solutions may be implemented at a later time. But for the time being, 
our current implementation (based on looking up the RAW software from 
$PATH) just can't work inside flatpak.

If GIMP is not installed as flatpak, then you can continue looking for
