Definitelly, there are plugins that works with layers but you maybe not the
way as your plugin attemts to...


You are in "preview" mode and still manipulating the image itself, this is
not good idea, unless you know what are you doing.


I am not that familiar with preview's internal working, it is quite
possible that it do not supports layers at all.
