Why do you need gimpplugin?  Very few people really need gimpplugin,
thus the documentation is adequate?  A path that no one is taking is not
easy to follow.

You can create a plugin that is not related to a particular image and
that has an unrestricted GUI, using PyGTK, and even using Glade.  See

registry.gimp.org might be a better forum for plugin help.
