In Windows, as in Linux there is a concept of a home directory... this is where I would try putting the plugins and other such customizations at.

Here's what it looks like on my windows 7 x64 machine:

C:\Users\teelah>dir  %HOMEPATH%\.gconf\apps\gedit-2\plugins
 Volume in drive C is Ca61-372
 Volume Serial Number is 46DA-A7EC

 Directory of C:\Users\teelah\.gconf\apps\gedit-2\plugins
