Ronald,
In Windows, as in Linux there is a concept of a home directory... this is where I would try putting the plugins and other such customizations at.
Here's what it looks like on my windows 7 x64 machine:
C:\Users\teelah>dir %HOMEPATH%\.gconf\apps\gedit-2\plugins
Volume in drive C is Ca61-372
Volume Serial Number is 46DA-A7EC
Directory of C:\Users\teelah\.gconf\apps\gedit-2\plugins
2012-01-12 23:25 <DIR> .
2012-01-12 23:25 <DIR> ..
2012-01-12 23:24 2,190 %gconf.xml
2012-01-12 23:30 <DIR> filebrowser
2012-01-12 23:22 <DIR> time
1 File(s) 2,190 bytes
4 Dir(s) 2,273,665,024 bytes free

Where do I have to store the downloaded plugins for the Windows version
