[gedit-list] Django Project Plugin

I've got a new plugin up on GitHub:

This plugin wraps some of the Django command-line utilities to make working with Django projects a little easier in Gedit. I haven't done much testing just yet, but, I've got a large Django project to complete over the next few weeks and I'm sure I'll be making several more commits during that time.
