I notice that you and Federico are using Gnome Shell 3.14, which was
recently released. Perhaps a change in the header bar spacing or the
minimal width for the title was introduced.
Just tried it. I can't get the window smaller than 888 (unit which
Gnome shows while resizing) as opposed to 1650 for the maximum screen
width. Using that minimum width, I also cannot reduce the widths of the
splits anymore. See this screenshot for the dimensions:
