I forgot to mention that I also managed to make the settings mandatory
for the gdm session only,
by writing /var/gdm/.gconf.paths with the following content:

# treat system-wide settings as mandatory
xml:readonly:/etc/gconf/gconf.xml.system

# override some settings
xml:readonly:$(HOME)/.gconf.mandatory

and putting the settings I posted earlier into .gconf.mandatory
