Let's call the number of prompts the PAM module requests P, and the
number of prompts the theme supports T.

I'd think that, since people like username/password prompts on one screen,
if P > T it'd be good for gdmgreeter to do T prompts at a time, then
however many (< T) are left over on the final screen.
