Please keep in mind, that odd minor numbers (2.23.x) are unstable,
development versions and a moving target.

gar.conf.mk and gar.gnome.mk are not managed in SVN, because they
contain user adjustable settings. Simply use cp to generate the mk files
from the SVN managed mk.in ones.
I was positive this is mentioned in the dev docs on our project page.
Apparently, my memory is playing tricks on me. More docs for my list to
rewrite... *sigh*
