Thoggen build problems

Hi folks,

While building Thoggen under 2.17.latest I get the following error.

checking for GStreamer-0.10 element mpeg2dec (>= 0.10.4)... NOT FOUND
configure: error:
       GStreamer-0.10 plugin 'mpeg2dec' not found. This plugin is
        absolutely required. Please install it.

       The name of the package you need to install varies among
        distros/systems. Debian and Ubuntu users will need to
        install the gstreamer0.10-plugins-ugly package.


>From my understanding, I need to downlaod mpeg2dec separately,
compile,install and use gst-register to let gstreamer know of the new
plugin. However, I can't seem to find the relevant gst binary to
register the new plugin..any suggestions?
