Besides, there's only 16 games in the bundle as it is.

I do. I have been repeatedly able to verify that I'm far from being the

No.
The suggestion was about packaging into smaller bundles, starting with
card games, not about splitting things to microscopic scale.
There's absolutely nothing preventing distributions from making
metapackages that depend on the whole game collection. It's very easy to
bundle several games that way. However, dong things the other way around,
that is to prepare smaller game sets from the build scripts, is currently
WAY too complicated.
