I've built f-spot packages which allow f-spot to be installed on
recent Ubuntu releases:

https://launchpad.net/~christopher-hoskin/+archive/ubuntu/f-spot

This is done by forward porting the old unmaintained packages that
f-spot depends on.

I wouldn't recommend it to anyone not already using f-spot, but if
(like me) you have an existing f-spot database that you want to
continue working with then it works well enough.

Use at your own risk, and make sure you have good backups before installing.

That is a personal decision, there are no absolute ansers.  I
personally still like F-Spot, but I would not recommend it now for a
new user, although there is some current development work going on, and
I hope it will return to a more active and supported status in the near
future.

To choose a photo manager, you really need to try it yourself, even if
only with a small number of photos.

Another photo manager is Shotwell; which I switched to from F-Spot
