Indeed, Mageia people stopped
maintaining it after mageia 2 apparently (I use Mageia and also
F-Spot).
The good news is that if you have it from a previous version (mageia 2) it should still work. You can also try compiling it from source. If you look at Comment 4 of Bug 11253: https://bugs.mageia.org/show_bug.cgi?id=11253#c4 you'll see Stephen's own response (and he's actually the main maintainer/owner of the code at the moment). It is more likely that mageia people dropped RPM support of the program because it hadn't been updated in years.
