I edit the resulting file called index.html and F-spot-simple.css to change everything I mentioned.

All I want to do is change the background to a gif.

I guess I should email the creator of the gallery program;

It would be ideal if the code that create the gallery used templates that the user could modify. But everything is generated in source so it would require refactoring but probably would not be extremely difficult. Now, you just have to find someone willing to do that.

Of course you can always do the less ideal thing and manually edit the result or as the previous poster said, script the change.
