Paul, the source in this case is Ubuntu's source package of F-Spot,
versions 0.6.1.4 and 0.6.1.5. I simply patched both versions to remove
the various Localtime/UTC conversions, as your ImportTimeHandling branch
does. In fact, I studied a diff between your branch and the trunk in
order to locate all the lines that needed to be changed, and then
created patches for the most recently released versions.

I may also start maintaining an F-Spot package built from Git HEAD, for
those that want to try the latest changes. That, however, may be too
much time and trouble for my taste.

This is the first package I've built for any Linux distro, so I mostly
consider it a learning experience that happens to solve a problem for
me.

If you'd like, I'd be happy to credit you in the changelog for your work
on the ImportTimeHandling branch.
