An extension exists, it's called SyncMetadata. Will sync photos metadata
taking infos from f-spot db.
pros are that you can share tags with other software which handles xmp,
for examples.
cons some ppl don't want any program to alter original images, and
f-spot touches many fields. i.e. moves a date to UTC, which is often
quite annoying.

so just place the pictures in the directory tree you like and import
them in f-spot WITHOUT copying them to photodir, there's an option for
that in import dialog.
ubuntu also provides a patch for customizing import directory at import
stage.
