I've ran into the same situation short time ago.
Try:
1) clearing your addins/* (present in ~/.gnome2/f-spot/ or any other -b path)
2) set
>> 	<Dependencies>
>> 		<Addin id="Core" version="1.1"/>
>> 	</Dependencies>

to the same of src/FSpot.addin.xml

then restart f-spot a few times. noone knows why sometimes one is not
enough. Sde said maybe with the next version of Mono Addins something will
be improved on this side.
