I did compile f-spot from svn. I suppose this means that this feature is currently not functional.
When will the 0.4.0 release be out?

Yes, Google has changed PicasaWeb API since latest release of F-Spot.
Right now your choices are:

- compile F-Spot from SVN;
- wait for 0.4.0 release (probably not too long);
- use Picasa.
