Debian stable version of hicolor-icon-theme is .8-4 - Looks like I will have to live with this.

you need hicolor-icon-theme 0.10 or newer installed. please also check
about a possible stale theme in /usr/local/share. If you do have
a /usr/local/share/icons/hicolor/index.theme (or a hicolor/index.theme
prior to 0.10 installed on the theme search path), remove it or upgrade
it.
