Nope, it's a wiki page, anyone can add suggestions ;) I remember
checking who added those suggestions (same person also added a non-mono
beagle replacement) when I first read the page nearer the time, and it
wasn't a developer.
Also the Ubuntu desktop team has discussed shipping f-spot by default. [0]
