As far as I understand the mailto protocol, there is no standard for how
to attach an attachment. Check
http://bugzilla.gnome.org/show_bug.cgi?id=168585 for some more
information.

The plan is to get a plugin for each mail client eventually. M2 client
will then be supported by a plugin. The python script for Thundebird is
just a temporary measurement..
