It was marked as 1.4.x becuase it was thought to be an issue worthy of
investigation in 1.4.x.

However, it doesn't look like there is an easy way to fix it without
causing other problems, so I think we should rename it to something more
generic like "Behavior of disabled accounts is confusing" and target it
for 1.6.

What do you guys think?  (Anna?)
