You're joking, right? Where _are_ you from, that your locale settings
think you're in EDT, and that 'date' on your system will tell you
something like "Wed Aug 20 10:35:08 EDT 2003", but that you don't
actually know what EDT is? :)
Are there really people out there for whom 'localtime' is better than
'EDT' or its equivalent as provided by strftime's %Z?
