I guess it is because Linux is not written from a users point of view,

I don't know what that even means.

Other mail clients I have tried for Linux seem to be the same - if
Evolution can't do it can anyone recommend one that can (is there an
Apple Mail client for Linux? Since MacOS is based on Linux would Apple
Mail for MacOS actually run on Ubuntu?)

MacOS is most definitely *NOT* based on Linux. It's based on a version
of BSD Unix, but has so much proprietary stuff added to it, especially
everything to do with the GUI, as to make this essentially irrelevant
outside of the command line.

Apple has no interest whatever in making their software available on
Linux. That includes Apple Mail.

If you want a unified Inbox, that's what filters and search folders are
for.
