Ubuntu fell out of love with Evolution a while back and their
preferred MUA was Thunderbird. At that point they stopped keeping
up with the most current version of Evo in their distros and

MUAs up-to-date, although the less charitable would hint that they
wanted to cripple Gnome in general to promote their own desktop.
Given that they have now returned to the Gnome fold, that situation
may change.
Some of it may change. I whined about this a number of times in the
past and have gotten entirely reasonable responses from the Ubuntu
folks so I don't think there's anything subversive about it. The main
issue seems to have been that Evolution relies on newer aspects of the
GNOME system and when Ubuntu was dedicated to Unity they didn't want be
forced to upgrade those parts. Unfortunately I don't have time to find
the email right now.
So on the one hand, Ubuntu is probably more interested in using latest
GNOME now that they're not distracted by Unity, which is good.
On the other hand, I haven't seen any indication that they intend to
start using Evo as their default mail app, so I don't think you'll be
getting more love for Evo from the Ubuntu devs.
Possibly not. I don't use Ubuntu so it doesn't really matter to me
personally. However if they do start supporting more recent version of
Gnome than presumably running Evo on Ubuntu will be less painful (and
we'll get fewer queries about it here :-)
