As the output is a .vcf file, could you open it in a text editor and
verify that it contains the note, please? It's possible the Outlook
didn't send it in the file. The note should be on a line which starts
with "NOTE:", like here:

   NOTE:This is a note

If it's there, then how do you get the contact into the evolution? What
is the address book type you add the contact to (On This Computer,
WebDAV, Google, ...)?

Maybe this is out of question, but just in case, why do you send the
contacts by email? Would not it be easier to connect to the same
server, which offers a standard protocol like CardDAV/WebDAV, and share
the contacts with the notes there instead? You save many issues by it.
