You may just give it a try doing the backup from 2.28 and performing the
restore in 3.10. Then see what's there and try to manually import
calendar files, for instance, by using the import function in evolution.
(In 2.28, it is in the files menu).
That may get you through the process in still acceptable time.

This question has come up quite a few times in the past (maybe check the
list archives) but there isn't a one-size-fits-all answer. Some
pointers:

* It's definitely easier to migrate mail if the account is IMAP rather
than POP. Even if it isn't currently IMAP, look on this as your chance
to switch to IMAP and avoid more hassles down the line.

* Migrating contacts is easier if you have an online contacts server.
Ditto for calendar and task info.

* Filters can be a problem as they aren't very portable.
