That's strange. You're using Firefox 33.1.1 from upstream.

I'm using the same version from upstream too:
[rocketmouse archlinux ~]$ pacman -Q firefox
firefox 33.1.1-1
 
It exactly looks like that here:
"[x] Open new windows in a new tab instead"

I need to check or uncheck a box, here it doesn't look as it does by
your screenshot and it's exactly the quoted text.
