Just ran into the same symptom, and had it work after downgrading sqlite. 
Obviously evolution-data-server 3.12.7.1 does not fix this.

One thing that I noticed was for the contacts, I could add or edit, but
could not delete an existing contact (foreign key constraint error).  I
could delete new contacts.
