incorrect. :) It wasn't done on time, unfortunately. See this bug for

Partly. Evolution uses webkit for mail rendering, if I recall correctly
since 3.6. The composer part is a different story (and load of work).

That's correct. Do not expect webkit download on evolution's project
page. For that is webkit's page. GtkHTML is "maintained" by the
evolution team, which is the reason why you see it on the evolution
project page. Imagine webkit as glib, gtk+, libsoup, ... dependencies,
evolution team does not offer those downloads on that page as well.
