I did this. It seems to start faster, but maybe due to cache so I can't tell if it did any good.
I'm going to test it today and let you know.
At least it's good to do a nice vacuum from time to time...

You might try this:
1) Stop Evo completely ("evolution --force-shutdown")
2) Vacuum the SQL database:
cd ~/.local/share/evolution/mail/
for i in `find . -name folders.db`
do
echo "Rebuilding Table $i"
sqlite3 $i "vacuum;"
done
It may or may not help, but it won't do any harm.
