Check your version of gcr and downgrade if you have gcr-3.6.2-3.fc18.

That particular revision (-3) apparently causes regressions with locked
keyrings.  Seems to be affecting Fedora 18 users across the board.

I downgraded gcr but when I run seahorse i do not get the Passwd->Defualt option mentioned in the bugzilla.
And evolution still does not wotk. So now what can I do?
