filters work on any folder, if invoked by Ctrl+Y, but they are run
automatically only on Inbox folder, when set so in account preferences.
The problem might be that NNTP has no Inbox folder and no options to run
filters automatically.
I do not know if that's a bug, though it would be sometimes useful to
run filters on other than Inbox folders too, for example when user uses
server-side filtering, but still wants to mark received messages by some
tag or color.
