That's doable via a filter with several rules an scripts but introduces
quite some duplication.

Some of these require filters or similar "scripting" to run on a clock
and calendar schedule or change of message state event in addition to a
new-message-received event.

Via the "Pipe to Program" condition Evolution can use an external
command to process a message, then process it based on the return value.
Scripts used in this way must return an integer value. See
http://library.gnome.org/users/evolution/3.4/mail-filters-conditions.html . Note that this does not support 
altering the message source or display.

Re: Templates
    I send messages that are various event or incident reports. I want
to use a smart template that would prompt for the details needed for
each unique report. While I can select "send report X", I'd rather have
some sort of "if address is AAA, then template is TTT" for every compose
request.

    I was specific when I said "prompt for details". I'd like to get a
dialog box, fill the form, SUBMIT, and have a completed template.

Not possible I think.

Not possible plus I don't understand the usecase.

templates, formatting and style.

Apart from the "Wants to receive HTML mail" per-contact setting not
possible I think.

Re: app integration
    When I have documents in LibreOffice that I want to send by email,
there should be less grief to "SendAsEmail..." from within L/O.

I don't understand what you miss. Could you elaborate?
