Dunno, works for me here (openSUSE 11.4, GNOME 2.32, Evoluton 2.32,
LibreOffice 3.3.1).  

Perhaps you are in [evil] HTML message composition mode?

When I right click the "attachment" and open it with Image Viewer, it
just shows the string of numbers.

How are you cutting-n-pasting?  I higglight the cell, Ctrl-C, click in
the compose-message window's body area, Ctrl-V.  I just get the cell
contents as text.

Running 2.28.3 with Ubuntu 10.04, which I believe is the up-to-date
version for that distro.

It is, but Ubuntu did choose to dork-up the Evolution version [which is
nobodies problem except Ubuntu's].
