Looks like that string was introduced by fixing

it's way long time ago. The strings added just transfer error codes to
error messages. Where I got those strings I do not recall, but most
likely in documentation for particular functions.

Back to Adam's issue, Evolution is supposed to use the system
certificate database, sharing it with other applications, since 2.32.0,
though it got to 2.30.x (by a mistake?) too, as it caused quite some
trouble there. That was done within bug [1]. It contains some
information, which I'm not sure whether it'll be helpful for you.
It's basically the most I know about this.
