[Evolution] Cannot Import Certificate "security library: bad database"

In Preferences -> Certificates -> Authorities if I try to import a PEM
certificate I get the following error:
Failed to import certificate authority's certificate: security library:
bad database
Does this really mean the certificate database is bad; if so is there a
way to rebuild / fix it?
