Obviously removing per-user info will make a difference, but that's not
what was asked. The idea that reinstalling the package will fix
everything is a Windows-ism. If it does fix anything, you can be pretty
sure there's something else wrong with your system.

BTW, the per-user data is no longer in .evolution (as of 2.32).
